Scoring the third-party pages themselves is the right level to work at - the useful answer is rarely write more content, it is you are missing from the four pages the engines keep quoting. Do you separate the pages a team can realistically get onto from the ones they cannot? Getting added to a listicle and getting onto a locked review platform are very different projects, and people burn weeks finding that out.
